The board

TopBill is a public pay-to-rank leaderboard. Rank is the bid in whole US dollars — nothing else. There are separate boards for Web, App Store, and Google Play. We do not sell ads, API keys, or a revenue share on clicks.

Listings

When you Outbid, you submit a URL or X handle, a category, and a bid. That listing, including title and description we fetch from the page, bid totals, and click counts, is public. Anyone can see it. Clicks through TopBill go to the URL you submitted, without query parameters we strip.

You must have the right to list that site, app, or profile. You must follow the Rules: no chat or invite links, no URL shorteners, no sexual content. We may hide or remove any listing that breaks the Rules, looks like fraud, or creates legal risk, without restoring rank or payment.

Payments

Checkout is processed by Polar Software, Inc. Polar is the merchant of record and authorized reseller for the bid you buy. You purchase from Polar under Polar's Checkout Buyer Terms. Card details are handled by Polar and its processors, not stored by TopBill.

Rank is claimed only after Polar confirms a successful payment. Until then you are not on the board for that bid. Amounts are in USD. Polar may add tax at checkout based on your location. Raising an existing listing charges only the difference to the new total.

Bids are not refundable. Paying does not buy a permanent #1, exclusive rights to a URL, or any outcome except a public listing at the rank that bid can take under the Rules at the time payment completes. Other people can outbid you later.

Accounts

TopBill does not require a user account. Polar may collect an email and billing details to complete checkout and send a receipt.

Availability

The site is provided as is. Rankings, uptime, page metadata, and click forwarding can fail or change. We may change prices, boards, categories, or these terms. Continued use after a change means you accept the new terms.

Liability

To the fullest extent allowed by law, TopBill and its operator are not liable for lost profits, lost rank, business interruption, or indirect damages from using the board or from a listing we remove. Our total liability for a claim is limited to the amount you paid for the bid that claim is about, if any.
